This is not correct. Audio CDs have a special format, which doesn't use files at all. Although Wavs can store the same audio data, so can AIFFs and SD2 files, and what is on the Audio CD is totally independent from these files.

However, with DVDs the situation is different, they do indeed store files and they are usually VOB files, which I believe are MPEG2 files in a special wrapper. However, a DVD needs to maintain a certain folder structure and include some other files to be readable by a DVD player. You should use a special DVD burning app which will adjust all this for you, it is not possible to do this by hand.
