It depends what you want people to do with it. If you want them to listen to it, it needs to be an audio file. If you want them to open it in Finale, it needs to be a Finale file. If you want them just to look at it and print it, it can be a PDF. In other words, it should be in whatever format you would put it in if you were emailing it to someone, or burning it to a CD to give to them.
