The last 3 Dell PCs I have bought (2 laptop, 1 desktop) have come with WinDVD either on its own install CD or on the Dell-supplied Drivers and Accessories CD. (I think the most recent desktop didn't come with the D&A CD, but I called them and they sent it to me.) Sounds like you may have been talking to someone clueless.
