Here are two ways you can show 3/2 next to 6/4:
1. Add an extra empty measure at the beginning of the piece. Give
this measure a time signature of 3/2. Apply blank notation to this
measure and set its width to zero. Give the next measure a time
signature of 6/4.
2. Go to document options > Time signature and change the character
for the Composite Time Signature Plus Sign Character. Make it an
empty character, or a space. Now set the actual time signature to 3/2
(or 6/4), but choose "More Choices" to get the "Use a different time
signature for display" option. Here you create a composite time
signature that is 3/2 + 6/4. The plus sign won't show in the score,
since you've edited this character.

Very often I find myself wanting to use put 3/2 and 6/4 time
signatures in a measure, especially when it alternates with 4/4
time. In practice this looks like 36/24, although that is of course
not what it means. Is there any way to get Finale to show this?
