At the risk of suggesting something you probably have already tried:
Have you looked into changing the meter with the built-in metatool?
Or programming one yourself?
In the time signature tool double click the measure you want to
change to 5/4 WHILE holding down the number 5. (That's the one
preprogrammed to make 5/4. You may have to program this.) Keep the
number 5 down for a long time because I find that it takes the tool a
while to kick in.
Suggestion 2) Sometimes problems in Finale can be solved by adding
extra measures at the end, doing the edits you want, and then getting
rid of the extra blank measures.
Let us know if and how you solved this one.
