download IPAPhon from

and after unzipping the files (maybe on your desktop), manuever to your Font 
folder in the Windows folder. From the dropdown menu select Install Font and 
navigate to the files on your desktop to install.

Open Finale and use the lyrics tool and then Edit Lyrics. Use the dropdown menu 
to select the font that's been installed. Type away!

I always use the Windows prog Character Map to see where specific caliphs are 
located, and copy from the prog to Finale as needed. You can get an extended

  I've seen some recent discussions on Popchar - I do use that utility with
  Word documents.  I've used it with Finale to insert special characters
  (non-IPA).  I couldn't get the insert to work, but I got the ASCII code from
  Popchar and entered it into Finale.  That worked for those special
  characters, but it doesn't work with IPA characters.  I've tried these
  fonts: Arial Unicode MS and Lucinda Sans Unicode.
