Heck, that isn't even possible in lots of amateur blues bands! :-)
(sorry, I couldn't resist) -- I think Finale's swinging abilities are
confined to 8th-note swing. Are you writing 16ths and hoping for swing
or are you simply doubling the tempo and leaving the notes as the same
rhythms as the slow section? What you might have to do is to copy the
music into a different layer and change the rhythms to what you want and
then set the original layer not to play.
