Until last year, I was still using Fin2K2 and had no problem using the Special Tools Stem Shape (?) tool to apply a blank shape (from the shape designer) to the stems. You can not use the tool that shortens length (which looks like a normal quarter note), you need the tool that looks like a wacky tuplet, where the beam raises up in a triangular shape at the top. unfortunately I'm at my day gig so I can't look at the Finale pallete/menu to give a you a better description. Try changing the tool. I can't remember if you need to manually create a blank shape to assign to the tool or not, but that's very easy to do.
