Select the Measure tool, and either click the handle (upper handle, if you have two) of the measure just before the cautionary time and key signatures, and in the dialog box that appears, select "measure attributes". In the lower part of the box there is a drop down menu labeled for cautionary time and key signatures, in which you can set whether you want cautionary time and key signatures displayed, or not.

Also, I have a movment ending where two measures are splayed across the
whole page. I would like to horizonatally downsize them to about one quarter
their current size with white space filling up the rest of the page. How do
I do this?

Select the page layout tool, and you should see bounding lines designating the margin positions in from each edge of the page, and each system should show a bounding box with handles at the upper left and upper right. One way to narrow the width of a system on the page is to click and hold the handle at the lower right, and move it to the left; another way is to right-click the handle, opening the drop down menu, and select the "edit margins" option, where you can specify the margin settings for the staff system.
