When you define the various groups, you can check the box "Show Bracket When Only One Staff is Present" or whatever it's called.

That should leave the bracket even if only one staff remains after optimization.

Haven't you heard:  The Customer Is Always Right.

With the setting possible in Finale, I'm not sure you should take Finale's default action as anything other than Finale's default action.

Is it right? I've seen scores both ways. Is the composer paying? Has he asked you for your opinion or simply asked you to do what he wants?

It isn't that big a deal either way -- noboby's going to look at the finished score and gag on it or wonder who the fool was who did the engraving.

I'd do it and let the composer be happy.
