I think it is clear the "voice" mechanism (or whatever it is called) falls 
short in a situation involving cues - it just isn't flexible enough. And it is 
not just in spots where cues and played notes overlap in the same measure. I 
think the best soluiton is to extract out the parts that are divisi staves 
(with 
or without cues) and use TGTools "process extracted parts" where you maintain 
control over which voices get stripped and you can avoid the cued sections 
altogether. 

Hopefully you can influence the next generation of linked parts enough to 
deal with this very type of scenario.
