I usually do this by hand. Using TGTools, I add a little extra space at the beginning of the measure and then adjust the position of the articulation as needed.
In Fin2006 and 2007 you can do the same thing with the Measure Tool, but I don't know if this was in Fin2002. I would check the box saying 'Add ___ to width', and then also put the same amount in 'Extra Space at Beginning'. This will leave the spacing of the notes intact and add some blank space at the beginning of the measure.
