A beggar who gives something in return, sure.

That point seems to me to emphasize the idea that was my original 
reaction to the whole thing, that this is a cultural issue that 
differs from city to city -- NYC and San Francisco perhaps have a 
different feeling about their "beggar" class than the residents of 
the DC area who passed through this Metro stop.
