You could try increasing the resolution of your display to maximum to see if the dialog shows up at the edges.
Sometimes plugging in the second display isn't enough. Once I had to arrange the second display to virtually appear on all 4 sides (not at once!) of the main display by using the display system preference. That pesky edit system margins dialog finally showed up when I was in maximum resolution and had the second monitor pretending to be located underneath my first display.
