I need a dotted quarter note as an indicator above the staff over a quarter rest that is in the staff.

This is for text, not in a staff.
George

if it is only notes you need (i.e. no alphabetical characters) and they need to be aligned with specific notes in the staf, use a different layer and hide ledger notes, this way the spacing and positioning of the musical symbols will be exactly as other musical elements in the score, which is NOT the case when entering it as text (without piddling like a maniac).

i have done this in the past to indicate rhythms/durations that weren't obvious from the stuff written in the staff, reduced to 75% and in parentheses.

another solution, if it is rhythms you want to write which do NOT align with the music in the staff, try the ossia tool.
