Specifying front-to-back would be great, but I suspect it isn't something they could easily added.

I wouldn't call it a stupid implementation because I really don't think it's an implementation at all. I think the drawing order is just whatever it turned out to be as the software package was pieced together, and not something that was ever designed at all. The opaque trick just takes advantage of the side effects of the drawing order.

You do have a little bit of control, in choosing where to attach the expression (different layer, different measure, even a different system), but that only goes so far. One thing I remember is that staff lines and barlines are drawn before everything else. So if you want to block those out it's easy, but if you want to block out something else while leaving staff lines in place there's no way.
