These are measure-attached smart shapes, so I know of no way to do what you've described automatically. Fastest way I can think of is click Mass Edit, select Items to Copy, clear everthing then choose Smart Shapes Assigned to Measures, click a measure where you've entered only the hairpin you want (or both), Copy it to the clpboard ()only the smart shape will be copied). Click on the target measure (s) and Paste (actually "Replace Entries"). Nothing gets "replaced" but the smart shape will appear. Should go pretty fast.

You also can assign a metatool to a given smart shape, although the only time that saves you is in selecting the specific smart shape desired. You still would have to have the smart shape tool selected and you'd still have to draw it anew.

Say the original first measure was four quarters, with a double hairpin over
the whole measure. When I do the change duration I (correctly) get two
measures of half notes, but the double hairpin still only covers the first
measure, when it should cover the two measures.
