Finale puts all staves in a system into the entire score.
So what you have to do is:
1) use the Staff tool to add the second staff, and set the group
attributes to have the bracked and barlines-through-staves as you want them.
2) plan your layout so that the 4 bars of grand staff occupy one (or
two) entire systems in page layout.
3) go to PageLayout menu, Optimize and select it to hide empty staves.
You need to be sure that you don't enter anything into the newly added
staff except in those measures you want to see.
4) when you return to the score in Page View, you should see just what
you want.
