That's the behavior I have in Fin2K7.
In Document Options / Layers is a user-selectable option Ignore Layers
Containing Only Hidden Notes and another option Ignore Hidden Layers
The default document comes with the first one checked (I gather that the
program looks at rests as being the same as notes in this case.)
