No. There is only the single view percent for new document windows, in Program Options | New. This is the view percent at which Finale will open up new document windows.

After that, whatever view percent you're using is preserved when you switch back and forth between Page and Scroll views. However:

(1) There is a "Last Size" view percentage, which can be used as a kind of toggle between two view percentages. It doesn't have a shortcut key, but you can add one with QuicKeys or TGTools or whatever.

(2) In Fin2008, the various view percentages shortcut keys have been replaced with three user definable ones. So you could set one of the shortcuts to 150% and another to 90%, which would at least make it a little easier to do what you want.
