I don't think so. There isn't even a bottom handle in the measure tool (all other measures have one), and the strange thing is that this only happens in page view. I think this is some kind of strange bug, but I'd really like to find a work around.
It is as though all spacing information for this measure is simply inaccessible for this one measure.
