I accidentally entered some lyrics into verse 2 when I meant verse 1.
Is there any way to copy lyrics between verses while maintaining the
syllable assignments? I'm on the ancient WinFin2K3.

If you're particular about how things look "under the hood" and it's important to you that the verse 2 lyrics truly be in the verse 2 box, then you're out of luck. There's no good way to move them, and you may as well re-enter.

If all you care is that it appears properly, there's plenty of ways to get it right. Adjust baselines allows you to move every syllable in the verse, or on a system-by-system basis. If you haven't entered anything else in verse 2, just move them all up to the verse 1 position and then enter your real verse 2 in the verse 3 box. You can also move syllables individually with Adjust Syllables, but since you can only select one at a time, that's tedious.

If you expect to do any editing with with the lyrics, I'd advise keeping things tidy under the hood. It makes no difference if your syllables are entered in verse 2 or verse 3 or chorus 47, but it does make a difference that all the syllables of one verse are entered in the same box and appear in order. If they're jumbled about you're asking for problems down the road if you try to manipulate them later.

I also don't understand how type-into-score switched to verse 2 after
I'd typed the lyrics into the top-line part.

When you're in Type-in-Score mode, the down arrow advances to the next verse. Most likely you accidentally hit a down arrow and didn't notice.
