I think it's actually a browser issue, and not related to spaces. 
It's an issue with other characters, though. I posted some links to 
some files of mine here on the list and many users couldn't access 
them because the %NN encoding differs for different browsers on 
different OS's.

So, spaces are OK, non-alphanumeric characters are not.
