Turn "Show Active Layer Only" on wherever they have moved it to in the
menus (was in Utilities, now in Document -- I'll never understand the
logic, when I think it should be in View), then select layer 2.
Use the normal copy / paste procedure, then turn Show Active Layer Only
off and go back to your normal workflow.
