Your link is no good.
But I strongly suspect that whatever you are trying to do, you will
need to upgrade to the full version of Finale to do it. Finale Allegro
is a very limited product.

It may be hard to read but the brass is performing sforzandos on the
lowest
pedal tones in a free/unmetered manner.
I'm using Finale Allegro on a Mac.
