The standard solution would be quarter rest, half rest. Three quarter rests is -- I don't want to say "wrong," but certainly nonstandard in the situation you describe.

No, thanks. Dotted half rests aren't allowed in common time or 4/4 in any circumstance in my opinion. Rests should never hide the 3rd beat or the middle of a bar. (So, no half rests in 3/4.)

I think I'll stick with the 3 quarter rests I had initially since the melody is three quarter notes.
