AFAIK, you will always paste to the same layer you copy from. Also,
when Documetn>Show Active Layer Only is activated, nothing in the
invisible layers is afffected.
So temporarily change the layer you copy from to say Layer 2, Show
Active Layer Only, make sure you are in Layer 2, then copy it to the
measure that contains Layer 1 material. Then turn off Show Active
Layer and you will see the Layer 2 material living happily in the
same measure as the Layer 1 material that was already there.
Then make sure you go back to the layer you want, and if you need to,
switch your original material back to Layer 1.
