I'd put my bet on either a theme that evolved from one of the old silent film compilation books that pianists & organists used to improvise from (Sam Fox, etc.) or from one of the old Warner Bros. films scored by Carl Stalling - he used a lot of pre-existing material but I wouldn't be surprised if he came up with it and it just became a tune everyone remembered.
