You could use Marco Polo (http://www.symonds.id.au/
marcopolo/),which would detect the keyboard plugged in and "press
Numlock" (performed as a simple script) for you.

an entirely new keyboard layout for you USB number block keyboard,
featuring all the desired character codes you need.
