You've tried changing the time signature in the Time Sig tool and checking
the "show more options" and "use different time signature for display" and
"use abbreviated time signature" boxes, right?
I'm not near Finale so I can't check the actual wording, but it's close to
that. I often times forget to check the box for "use different time
signature for display." It should work after that regardless of what's
checked in the doc options. If it doesn't work I'd suspect a corrupted file.
