I don't think you can. What I usually do in this situation is go into the other staff and enter the appropriate combination of hidden and non-hidden rests so that the moved notes will display next to the non-hidden rests.
By the way, you may already know this, but if you have a recent version of Finale there's a much simpler way to do cross-staff. Use the Mass Edit tool to select the notes you want moved (with partial measure selection) and then just hit Alt-up arrow (or Alt-down arrow) to move the notes. This automatically takes care of moving the stem to the other side of the note and moving the beam to somewhere appropriate.
