I would be inclined to put the slur and tuplet bracket on opposite sides of the staff. However, it seems to me that slurs and ties are more labile, and that tuplet brackets are more often fixed above the staff, so in this case (and in the absence of further information) I'd be inclined to put the tuplet bracket above, and the slur below.

If the bracket and slur have to go on the same side, then I'd put the bracket closest to the notes, and have the slur end just above the bracket, but below the numeral.
