How about creating an extra measure at the end of the system just to place the 3/1 expression? Change the fake rest into a real one, hide it, and create a new region for measure numbers, so the numbering would continue normally. You might need to choose an invisible barline for the extra measure. Does that make sense? I didn't test it.
