To further clarify what J D and Eric have said...

To go from Sibelius to Finale, export a MusicXML file using our Dolet
for Sibelius plug-in. You'll get by far the best results using the
Dolet 5 for Sibelius together with Sibelius 6.2. Sibelius has had
MusicXML import built-in for several versions now, but you need the
plug-in for export.

Finale 2011 does a very good job of importing and exporting MusicXML
files. The full Dolet 5 for Finale plug-in contains several
enhancements to optimize transfers back and forth with Sibelius. If
you do lots of translations, it will be worth the upgrade. The full
Finale plug-in also becomes more valuable as you work with older and
older versions of Finale. Finale has had MusicXML import and export
built-in since Finale 2003 on Windows and Finale 2006 on Mac.
