I have three staves per system.
Trying to get 5 systems per page like I see in my Handel Messiah copy:
two staves piano and 1 stave vocal.

I looke in the index and no find - o...

I can't say there's not a method of specifying the number of systems on a page, but if there is, that's not the method I use. In my experience, Finale is structured to work from the other way, that is, rather than specifying 5 systems per page, and having Finale determine an appropriate size for the staves, Finale has you specify the size of the systems, and trusts you to choose parameters (e.g., system margines, staff sizes, and inter-stave spacing) such that five systems will fit.

ONe way to do this is to use the "resize tool" (the one with a percent sign on it), and set the system size to about 50 percent, which should be small enough to allow five systems per page. One thing to watch in doing this, is that if you resize the system (or the staff containing the notes to which the lyrics are assigned, the lyrics, too, will be reduced by the percentage you choose, and may get to be quite small. To mitigate this, when I use a small system size, I choose a larger point size. For example, suppose that you have chosen a size for the type face of the lyrics as 12 points, and reduce the lyric to 50 percent; in the resized system, the lyric will be only 6 point. To mitigate this, what you might do is to choose a lyric type size of 20 points; now when reduced, the lyrics will appear to be 10 points.

Alternatively, you might choose to change the staff sizes. You could leave the system size at 100 percent, and change the staff for the vocalist to 75 percent, and the staff sizes for the accompaniment to 40 or 50 percent to create a vocal score; to create a score for the accompanist, use a staff size for the vocalist of 40 percent, and a staff size for the accompaniment parts of 75 percent.
