Yeah, I don't think it's actually a bug, as TG Tools smart explosion is supposed to deal with rests (gets rid of whole rests when only one part plays, for example) and isn't supposed to put articulations on rests (imagine staccatos and accents all over your rests!)
Rests with fermatas (and caesuras) are the exception, of course. I noticed this the first time I used the plugin, and just went back and fixed them. Maybe Tobias could write an exception for fermatas. Ask him!
