I haven't figured this out either, but what works consistently is to select all with the staff tool (in the score) and invoke "Use selected styles for score and parts". You can find that in th staff tool menu or in the contextual menu. Then everything appears as it should. You only need to do this once, assuming nothing is copied or changed after that, and all the parts will look correct. Why this is necessary, when I think I have always applied the styles to "Score and Parts" when I first choose them remains a mystery. although it has something to do with copying. What I haven't figure out is how the copying filter works, because it doesn't seem to copy staff styles to parts when you copy them from place to place in the score - and, if I am remembering the erratic behavior correctly, sometimes not in the score either. I am never sure if I have made a mistake, or if Finale's behavior is bizarre, but I never seem to get it under control.
