Hi Jef, Unfortunately, Pages doesn't support this. If you need an image to be exactly 75% of its original size, you have to calculate the dimensions manually and enter them into the "size" boxes.
It hasn't been an issue for me -- most often I know the specific dimensions I want and I don't care what the percentage reduction needed to get there might be -- but I can see how that would be a pain if you needed to reducing or enlarge a lot of images by a specific percentage. Probably your best solution in that case would be to resize them in an image editor before bringing them into Pages.
