Thanks Mike .... I sort of stumbled on the measure moving  
technique .... Thought I'd try "Smart Page Turns Plug-in,  and  
discovered that the option is there for editing the full score,  but  
when I go to Edit a Part,  all the options in the scoring and  
arranging plug-in are disabled.  Seems as if that is exactly where  
one could use that ability the most ...
