Yes, this is supposedly how it works since... well, a long time.

You probably have default system scaling set to something other than  
the settings used on the first page. This means that NEW systems (in  
a score with one system per page, this means every new page) use the  
default scaling.

To fix it, in the Resize tool (looks like a percentage mark) click  
the first system between staves, but AFTER the key/time signature,  
and you will get what the current scaling is. Set it in that window  
to apply to all systems, and click Apply.

Remember you have FOUR possible ways for the Resize tool to work; on  
notes, on staves, on systems (this is the one you want) and on pages.  
Resizing pages changes the titles as well, so you probably don't want  
this.

There is an oddness with the Resize tool, in that any time you resize  
the systems on ANY part or score in a file, then new pages in ANY  
other part or score in the file use THAT scaling, instead of the  
default. It is easy enough to fix it afterwards, but it is a pain. I  
often resize piano parts to be a little smaller, then new systems in  
ALL my other parts end up smaller, too. MakeMusic claims to have  
fixed this several versions back, but I can assure you that it is  
still there.

There is another way to do this, involving setting the defaults then  
Redefine all pages in the score, but I find this to be too fussy, and  
it won't change anything you've set if you have changed one of the  
other scalings.
