The Score Manager only lists the STAVES, not the parts. A part can have one
staff, or many staves, or two different parts can use the same staff.

Extract Parts works only on parts that have already been created, in other
word, they appear in the Document>Edit Parts list.

To create a part for each staff (or each group if the individual staves are not
named, like a piano or harp) go into Document>Manage Parts and click Generate
Parts. I greatly suspect that this will fix it all for you.

Now, there are circumstances where Generate Parts is not the best solution, so
you should create parts manually in the Manage Parts window by clicking Edit
Part Definition. Those circumstances are when you have already labouriously
created voiced parts (two separate parts, each using a note from a single
staff, like Flute 1 and 2 which are combined in the score but each have their
own part) or composite parts with resizing and groups that need to be
re-created, or if you have already put in a lot of work formatting the existing
parts. Generate Parts will cause all that work to be gone, so you might need to
pick and choose which is best for you.

You didn't ask this, but I wonder if you really need to extract parts. There
are certain circumstances where it is unavoidable, but for an average score
without complication, Linked Parts might be more convenient. Everything stays
in the same file, any changes made to the score automatically show up in the
parts too, it's great!
