I had this happen recently (in FinWin 2011). The renegade staff was somehow married to another staff in such a way that I couldn't delete the renegade staff or the staff it was attached to would also disappear. I never could figure why the pair existed or how to get rid of the renegade, but I could hide it. Never liked that solution, though.
