[Finale] Add a staff to a piano part

I am having trouble understanding the Score Manager paradigm in terms of
how am I supposed to add a staff to a piano part, so that it is 3 staves
instead of 2? I have added a staff, but it doesn't show up as part of the
piano part in Score Manager.
