If I understand you correctly, you want to set the manual grace note 
positioning to -18 EVPUs? If that's the case:
1. Set your measurement unit to EVPUs and select the region
2. Open JW Change (beta)
3. Note Entries/Horizontal Position
4. Enter -18 and uncheck "Relative"
5. In the "Entries" filter, select "Grace Note"
5. Apply
