No, it hasn't been fixed. It has been there for quite a while, as I recall.
There is a work-around, which is to enter the hairpin in another staff that doesn't have an independent time signature, and copy it. You'll need the 2012c update, though, because in the b update measure-attached smart shapes don't copy. Urg.
