Sorry for coming so late to this thread but I do this all the time with TGTools Modify>Align/Move. Click on the "Main" tab and click the radio button "set value on the right" then put -22 EVPUs or any other number into the "Move vertically" box. Be sure the other tabs are set correctly like if you do not want the expressions to adjust left or right while you are resetting the baselines to go to the "Horizontal" tab and uncheck this function. I know this does not give you PERFECT baseline resetting but it can be pretty close.
