Finale can't have differently placed barlines that are real barlines.
All measures are the same length and all barlines are lined up on the
different staves regardless of what the meters are. This makes doing
what you're asking more complicated, but not impossible.

What you have to do is to calculate all the places where the bar-lines
will line up and then set the meters accordingly.

You'll need to set each staff to have independent time signatures.

So if you want some bars of 3/4 in one staff and some bars in 2/4 in
another staff, you have to enter a time signature of 6/4 in both staves
with the appropriate "Time Signature For Display" set to be correct for
each staff, and then every 6 beats you'll have the barlines entered by
Finale. For the intervening barlines you'll need to put them in as
graphic lines. Smartshapes can be used, I think. With the various 3/8,
7/8, 10/8 bars in the choir parts working out the math for the hidden
time signatures will be a lot more complicated.

GraphireMusicPress was good for doing this sort of music, although the
part extraction isn't an automatic process.

As an aside, MuseScore has just released version 1.3 and I have to say
that much has improved over the years since I first checked it out, and
it is really maturing into a nice alternative to Finale or Sibelius!
