For the one score I've engraved that came close to needing what's being asked for I ended up creating a graphic of an entire key sig that was inserted where needed. This would require, in this case, making sure the amount of space following key sigs is set to accommodate the graphic. This also assumes you'll set the key sig using the normal means to 4 flats (for playback purposes) and also setting it to NEVER displayed.
