John, you can do this with a text repeat.  With the Repeat tool selected, 
double click in the measure AFTER the one you want to make the final measure 
and in the Repeat Selection dialogue box select "Fine" or create a new entry 
with your choice of text or symbol.  When the assignment dialogue box pops 
up, select the "Stop on Pass #" button and enter the pass number you want. 
You can edit the text to make it hidden if you prefer.

The "Stop on Pass #" button stops playback at the beginning of the measure 
and not the end, so you have to enter it in the measure AFTER your Fine. 
Alternatively you can enter the repeat in your Fine measure but you have to 
choose the "Jump on Pass(es)" button, enter the final pass number, and in 
the Target Measure box enter a number greater than the total number of 
measures in your piece (i.e. beyond the D.S.)  This has the same effect.
