from what i understand (F2012) it is each measure in all staves contained in the document. the timpani m1 in the SC is the same -- as far as the structure goes -- as m1 in the timpani PT. if you need a 2nd staff for fl 2 PT then obviously taht will count extra from the combined fl1-2 staff in the SC. also keep in mind that each layer is one frame. ditto if you need another staff for fl1 and can't just hide things or whatever in the fl1-2 staff for fl1 PT.
